I have the honour to refer to our letter of the
23rd February, regarding the vacancy for a Quantity Surveyor
in the Public Works Department and to state that the third
advertisement has failed to attract a suitable candidate.
2. From our experience in the filling of posts of this
nature for other Governments, we find that the services of
Chartered Quantity Surveyors are difficult to obtain at present,
and we are of the opinion that there is no prospect of our
securing a suitable candidate on the terms and conditions
specified in the paper of particulars.
3. It appears to be undesirable to modify the
qualifications required, and in that case there are only two
directions in which the conditions for recruitment can be
improved viz:- salary and age limits. We suggest therefore
that an initial salary of, say, £600 a year should be offered
and that the higher age limit should be raised to 35.
44. You will no doubt infb rm ua whether our recommendations
are approved, and, if so, whether there is any objection to the
selection of a married candidate.
5. Mr. F.J. Ling, the previous holder of the appointment
of quantity Surveyor, has informed us that he is prepared to
return to Hong Kong for further service and I have to enquire
